hera (2.0.0+git20221115.8bfdd4b+dfsg-1) unstable; urgency=medium

This version is a no-change re-upload of the previous version, with the
correct version number. The NEWS entry is simply repeated.

As documented in #1039001, Hera 2.0.0's upstream bundles a heavily
modified copy of PHAT, which is incompatible with Hera's license.

Since #1039001 has been blocking new upstream version of Hera's only
reverse dependency and raison d'être, GUDHI (#1039002), and Hera's
upstream have not responded to the problem [1], I have decided to go
ahead and package a heavily modified Hera 2.0.0: In particular the
bundled and modified copy of PHAT has been stripped out, which also
means that the whole "matching" component of Hera had to be removed
too, as it required the modified PHAT. The Wasserstein and
Bottleneck components still remain, and are shipped in this package.

It is regrettable that the Debian package and upstream have diverged to
this point, but prioritizing GUDHI felt more important.
